Toddler may be returned to -offender dad?

This is sooo wrong!! I can't understand our laws. offenders should not be allowed near any children including their own. The most he should get is supervised visitations and only after he has spent at least 10-15 yrs in prison. If the parents are alive I think every child should know them good or bad. No matter how bad my Mom And dad could have been I would at least like to know them. I think when the child gets older and can understand what her parents had done then she can make the decision to erase them or keep them in her life. I do not think that her Father should be allowed to be alone with her for a second and definitely should not be awarded custody.
