If a U.S. citizen died in Korea & was buried in the Philippines, who has the certified death certificate?

I am the step daughter trying to help my mother obtain death benefits where she is a beneficiary. He was military, but not at the time of death. My parents are divorced and he remarried a a Philippino woman and was buried in that country. Where do I start?
